Keilor Central Shopping Centre

Navy Blue Planning led a consultant team to prepare a Masterplan and Development Plan to enable a significant expansion of the Keilor Central Shopping Centre in Victoria.

Approval of the Development Plan was obtained in 2023 and provides for the staged redevelopment of the centre for the next 10-15 years.

The Development Plans changes the ethos behind the traditional “internal pedestrian mall” through the provision of:

  • A broader range of uses, including 320 new dwellings.  
  • 20,000sqm of new retail, shops and marketplace which “open out” and embrace the outdoors.  
  • New laneways and market style experience.  
  • Landscaping and “greening” public places.  
  • Improved activation, visitation and connections to the existing centre 
  • Staged, masterplanned redevelopment incorporating a variety of land uses.  

Parwan Industrial Precinct

The 190-hectare site is located in Parwan Victoria. Tom Harrington led a consultant team to prepare a Masterplan / Development Plan for the site and subsequent planning approvals.

The project involved complex design, engineering, environmental and cultural heritage approvals.

The project is of State and regional significance, is currently under construction and will deliver upwards 500 jobs.

Industrial warehouses – Denmark Road and King George Crecent, Echuca

Navy Blue Planning obtained approval for two x twenty-unit industrial warehouse developments on adjacent lots in Echuca. The development provides;

  • Flexible floorplates to suit a variety of different employer types. 
  • Separate office, amenities and end of trip facilities for each unit.  
  • Individual car parking, loading a and unloading facilities  
  • A reduction in standard car parking to maximise developable yield from the land.  

Shamrock Hotel

Navy Blue Planning obtained planning approval for the redevelopment of the Shamrock Hotel in Alexandra, Victoria.

The iconic 1850’s hotel sits within the main Street of Alexandra and is to be redeveloped following the preparation of a comprehensive masterplan enabling internal and external refurbishments, new bars, dining facilities and outdoor entertainment area.

The project required the coordination of architectural and heritage consultants and liaison with Council in the preparation of a comprehensive planning assessment in support of a town planning application.

Bushfire Recovery – Temporary & Replacement Buildings

We have prepared this summary to assist in understanding the special planning provisions which exist to enable
the use and development of temporary and replacement buildings on land affected by bushfire.

Temporary buildings
Clause 52.07 of the planning scheme allows the establishment of a temporary dwelling without a planning or
building permit whilst more permanent buildings are rebuilt. The clause also applies to damaged or destroyed
businesses. Typically, this would be achieved by:
• Preparing a site plan showing the location of the temporary dwelling and its distance to site boundaries.
• Obtaining a Bushfire Attack Level (BAL) assessment – This can often be undertaken quickly at a
desktop level.
• Providing the documentation to Council for review.
Fencing
Fencing can be replaced without a planning permit.
Vegetation
Clause 52.12 of the Planning Scheme provides a number of exemptions from a planning permit to manage and
maintain vegetation to reduce bushfire risk.
Replacement buildings
A planning and building permit is still generally required under Clause 52.10 of the planning scheme, however
a number of requirements relating to the use of land and third party notice and review are reduced or removed.
This can assist in speeding up the applications. We would typically expect minor adjustments to be made to the
design and location of replacement buildings to improve their protection from bushfire.
