Murrindindi Housing & Settlement Strategy, Victoria

Navy Blue Planning prepared a municipal Housing and Settlement Strategy for Murrindindi Shire through 2022. The project involved:

  • A detailed land supply and demand analysis
  • Review of macro and micro economic factors
  • Consultation with community and key stakeholders
  • A comprehensive strategy identifying opportunities for housing growth, change, and diversification across the Shire.

The project was completed in 2023 and is now resulting in a number of new housing projects across the Shire.

Country Cove Estate, Lang Lang Victoria

Navy Blue Planning obtained approval for to the staged multi-lot subdivision of land at McDonalds Track in Lang Lang Victoria.

The project involved the coordination of design, engineering, environmental, and cultural heritage approvals and provides for multiple lifestyle lots of 2,000sqm and retail premises.

Winterset Estate

Masterplan and planning approval for the subdivision and development of 600 lots in Manor Lakes, Wyndam Vale.

Our involvement commenced prior to rezoning of the land and culminated in the planning approval.

The project had several complex challenges to navigate, including varying lot densities and typologies, biodiversity, and interface with M80 Transport Corridor.

Eildon Key Worker Accommodation

Through the support of the Victorian Government’s Regional Worker Accommodation Fund, Navy Blue Planning collaborated with Murrindindi Shire Council to prepare masterplans and obtain planning approval for two key worker accommodation projects in Eildon, Victoria.

The project was aimed at providing new and housing for workers to support tourism, investment and the future growth of the Eildon township. The project provides for the development of two Council-owned sites with housing that can be leased to residents. A range of different dwelling sizes and amenities are planned for to suit different user and family requirements.

This project is a proactive initiative and successful template in working with Local Government and local communities to utilise surplus government land to meet future housing challenges.

Lake Narracan Retirement Living

Navy Blue Planning led a project team to secure planning approval for the development of a new masterplannned residential village at Lake Narracan, Victoria. The project provides for:

  • A vibrant, communal living environment for residents aged 55+, featuring 283 new homes, clubhouse and recreation facilities.
  • Protection of environmentally significant areas of the site.
  • Connections to surrounding including Lake Narracan, Moe Golf Club, and future activity centre.

The project was approved in 2025 in close collaboration with Latrobe City Council and without the need for VCAT proceedings.

Bushfire Recovery – Temporary & Replacement Buildings

We have prepared this summary to assist in understanding the special planning provisions which exist to enable
the use and development of temporary and replacement buildings on land affected by bushfire.

Temporary buildings
Clause 52.07 of the planning scheme allows the establishment of a temporary dwelling without a planning or
building permit whilst more permanent buildings are rebuilt. The clause also applies to damaged or destroyed
businesses. Typically, this would be achieved by:
• Preparing a site plan showing the location of the temporary dwelling and its distance to site boundaries.
• Obtaining a Bushfire Attack Level (BAL) assessment – This can often be undertaken quickly at a
desktop level.
• Providing the documentation to Council for review.
Fencing
Fencing can be replaced without a planning permit.
Vegetation
Clause 52.12 of the Planning Scheme provides a number of exemptions from a planning permit to manage and
maintain vegetation to reduce bushfire risk.
Replacement buildings
A planning and building permit is still generally required under Clause 52.10 of the planning scheme, however
a number of requirements relating to the use of land and third party notice and review are reduced or removed.
This can assist in speeding up the applications. We would typically expect minor adjustments to be made to the
design and location of replacement buildings to improve their protection from bushfire.
