Meet Our Managing Director: Tom

Tom Harrington holds qualifications in Planning and Business which has led to commercially focused solutions across a wide range of sectors including Property, Infrastructure, Environment, Health and Education. Over more than 20 years, Tom has developed strong relationships within both Government and industry built upon mutual respect, and a track record in strategy, project delivery and planning approvals. Tom has represented a wide range of public and private clients at Planning Panel, and has held senior planning roles at Ricardo Energy Environment & Planning, PLC Consulting, Meinhardt Australia, Urbis Pty Ltd, Boroondara Council, and Murrindindi Shire Council here in Victoria.

Tom founded Navy Blue Planning in 2021. Navy Blue Planning provides urban and regional planning services to the Victorian and Australian markets. He assists clients navigate planning systems around Australia, providing independent and specialist planning advice.

Meet Our Principal: Kate

As our Principal, Kate Harrington brings a wealth of expertise and dedication to the forefront of our team. Kate holds a degree in Planning and Law, having also worked in the fields of Economic Development and Gemmology.

Kate’s foundation in planning was in local government where she worked in the areas of strategic and statutory planning and economic development. Her diverse expertise includes representation and advocacy, Masterplanning, Activity Centre Planning and stakeholder engagement.

Kate’s impact extends to Economic Development, where she collaborated with existing businesses, engaged with the State government, and navigated legislative landscapes. Kate remains dedicated to continuous learning and professional development. By staying informed with the current state and local policy and legislative direction she ensures that our team is well-equipped to address the evolving needs of our clients and communities and navigate the complexities of urban and regional planning, and contribute to the overall excellence of the communities and clients we serve.
